· State law locks in some of the sales taxes the county receives, however that number is no more than 1/4 of the total sales tax revenue the county receives. That is, 60% from one 0.5% tax and 40% from another 0.5% tax must be used for school capital expenditures of related debt. So the county still has 1.5% of sales tax at it's disposal for spending as it sees appropriate. In the 2008/2009 budget, that meant that of the $11.3 million in sales taxes collected, only about $3 million had to be spent on school capital expenses. The rest was at the county's disposal.
· The county's primary purpose is to ensure efficient and ongoing operation of infrastructure and services that ALL taxpayers benefit from, depend on and approve of. (Roads, schools, sheriff, EMS, detention center, animal control and very few other services fall under this category)
· So if the county decides to make their financial operation simpler, by designating certain portion of tax collections to various "fund buckets", that makes sense.
· However, claiming that once the money is designated to a category we end up being held hostage by that categorization, and we can excuse ourselves in not paying for county employee's salaries, while paying for airport enhancements is just lunacy.
· The county governing body exists so that it makes sure our tax money are properly spent to provide the essential services we pay for. Once they stop doing that, and use excuses like funds, buckets and such, they are not fulfilling their duties.
During the presidential debates, Sen. McCain used the following phrase to portray then-Senator Obama's point about spending only a certain type of money: "Obama’s not going to draw water out of your side of the bucket! He’s going to draw water out of the other side of the bucket!" I can't think of a better way to describe our current predicament with the county…
I really believe that this meeting was a victory for liberty-minded people in Rutherford County! Commissioners spent a lot of time defending and arguing previous points that they made. Commissioner McIntosh lost his patience a number of times. We have struck a nerve! Truth will always prevail!
There will be a meeting of the Commissioners on Monday, December 21st, to discuss the possible company coming to Rutherford County, per the grant mentioned above (with the Holland “no” vote).
